It is a summary of current compute usage parsed from the latest sshare output. The data includes user, account, and resource usage statistics. The most important columns to watch are EffectvUsage, which shows the percentage of the cluster the Account has actually used, and Fairshare, which is a FASRC metric that determines how much of the compute resources are being used by a lab:

A FairShare score close to 1 means that, compared to what we have available, we have underutilized our allocation, and a score close to 0 means that we have overutilized it. This means that 1 is not perfect, because while we are not using the cluster, we still have those resources available to us and thus, they’re not being used by someone else.
